ODISHA BUILDING AND OTHER CONSTRUCTION WORKERS’ WELFARE BOARD
- Labour & ESI Department is the nodal Department to implement the twin Acts, viz. the Building & Other Construction Workers (RE&CS) Act, 1996 and the Building & Other Construction Workers’ Welfare Cess Act, 1996 in the State of Odisha.
- The Odisha Building & Other Construction Workers’ Welfare Board has been constituted on 03.01.2004 under section 18 of the Building & Other Construction Workers (RE&CS) Act, 1996 to administer its Fund and grant benefits to the beneficiaries registered under it. It has been last reconstituted on dtd 17-12-2014.
- The Govt. of Odisha in L&E Deptt. vide Resolution No. 12653 dtd. 15.12.2008 has directed that cess will be collected @ 1% on the cost of construction incurred by an employer/ builder w.e.f 15.12.2008. The cess collected has been deposited in the fund of Odisha Building & Other Construction Workers’ Welfare Board for welfare of the registered building workers.
- The enforcement officers of the Labour Directorate in their various capacities act as Inspectors, Registering Officers, Assessing Officers, Cess Collectors, Appellate Officers, and Certificate Officers etc.
- At present, Sri Subash Singh, an eminent Trade Union leader has been appointed as the Chairperson of the Board. The Labour Commissioner, Odisha is discharging the duties of the Member Secretary of the Board.
- The Labour Commissioner, Odisha has been appointed as the Chief Inspector under the Building & Other Construction Workers (RE&CS) Act, 1996. Further, the District Labour Officers, Asst. Labour Officers and Rural Labour Inspectors have been declared as Registering Officers for registration of beneficiaries under the Board.
Initiatives taken by OB&OCWW Board:-
- Different benefits such as death benefit, funeral assistance, assistance in case of accident, medical expenses for treatment of major ailments, grant towards construction of Rest Shed, Drinking water Outlets, and assistance for "Recognition of Prior Learning (RPL) and Skill Development of construction workers" of DGET, MoLE, Govt. of India etc. are being sanctioned at headquarter office of the Board.
- Collectors have been delegated to sanction certain benefits e.g. educational assistance, assistance for purchase of working tools, marriage assistance, and maternity benefit, assistance for purchase of safety equipments and bi-cycle and stipend to the registered beneficiaries undergoing skill development training at district level. The District Labour Officers are the nodal officers to implement these schemes.
- Special Enrolment Camps are being organised at Block, NAC and Municipality level to enhance registration of beneficiaries and disbursement of benefits.
- To create awareness among the public, regular IEC activities through flex, banners, hoardings, wall paintings are being undertaken by the Board in each district at Block, NAC and Municipality level. Further, advertisements are being floated in largely circulated odia and English dailies, on regular basis.
- “Nirmana Shramika Seba Dibas”was observed on 21.02.2014 and 21.02.2015 throughout the state at district level as well as at State level, to enhance the registration of beneficiaries and distribution of different benefits under the Board.
- Odia migrant workmen who are engaged in building and other construction works in other states are being registered as beneficiaries under the Odisha Building & Other Construction Workers’ Welfare Board.
- 22 new works such as minor port, cutting, breaking and crushing of stone, cutting and polishing of slabs or tiles, wood work including painting and varnishing, sewerage and plumbing work, etc. have been included in the definition of building and other construction work, so as to enhance cess collection from more coverable establishments as well as to register more building workers as beneficiaries under the Board.
- The Scheme of "Recognition of Prior Learning (RPL) and Skill Development of construction workers” is being implemented by the Odisha Building & Other Construction Workers’ Welfare Board since 2014-15 through empanelled training partners of DGET, MoLE, Govt. of India, under which onsite training is being provided to the registered building workers.
- Online registration of beneficiaries is being undertaken by the Board w.e.f. 19.02.2015. At present, it has commenced in Khordha, Puri and Cuttack.
- The Hon’ble Chief Minister, Odisha has announced two new schemes, i.e. Nirman Shramik Pucca Ghar Yojana and Pension Scheme for registered construction workers, on 21.02.2015. These have to be rolled out in 2015-16.
