Constitution of Board

The Odisha Building and Other Construction Workers Welfare Board constituted on 03.01.2004 and reconstituted on 14.01. 2008 and 02.8.2011.
Now the Board is headed by the Chairperson Sri Jogendra Tripathy with 17 other members, such as:

1. Labour Commissioner, Odisha – State Government nominee;

2. Welfare and Cess Commissioner, Odisha, Central Government nominee;

3. Five representatives from State Government;

4. Five representatives from employers;

5. Five Representatives from employees (Central Trade Unions).

The Board has its fund in the name of Odisha Building and Other Workers’ Welfare Fund credited with the source from collection of Cess from the construction works, Registration fees and annual subscription from the beneficiaries; Grant from the State Government;
The Board has its approved Accounting Procedures to deal with the fund.
The Board exercises its activities by the Officers and staff deployed form the existing staff and officers of the Labour Commissioner, Odisha;
Apart from that, with the approval of the Government in Labour and ESI Department, the Board has engaged 38 Data Entry Operators and 4 Class – IV staff on outsourcing basis to manage the day to day work of the Board.
The Officers of the Labour Directorate have been declared as Chief Inspectors, Inspectors, Cess Collectors, Registering Officers, Assessment Officers, Cess Realising Officers under OPDR Act.
