Labour & Employment Department is the Nodal Department to implement the twin Acts, viz. the Building & Other Construction Workers (RE&CS) Act, 1996 and the Building & Other Construction Workers’ Welfare Cess Act, 1996 in the whole State. The Enforcement officers of the Department in their various capacities act as Inspectors, Registering Officers, Assessing Officers, Cess Collectors, Appellate Officers and Certificate Officers etc.

The Orissa Building & Other Construction Workers’ Welfare Board is the Welfare Board constituted under section 18 of the Building & Other Construction Workers (RE&CS) Act, 1996 read with Rule 249 of the Orissa Building & Other Construction Workers (RE&CS) Act, 2002 as amended by Orissa Building & Other Construction Workers (RE&CS) Amendment Rules, 2008. The Board has its own fund in the shape of the Orissa Building & Other Construction Workers’ Welfare Funds under Rule 263.
