Beneficiary
To be a beneficiary under the Building & Other Construction Worker (RE&CS) Act, 1996 the worker must be between 18 to 60 years of age, must have worked for at least 90 days in a calendar year, and must have been registered with the District Labour Officer of the area, who is authorized by the Board as the Registering Officer for the purpose.
For the unorganized construction workers working in the construction sector this is the first such social security scheme in the State of Orissa.
The Board extends the following benefits to registered building or other construction workers:-

v. Loans and advances for construction of house:
vi. Financial Assistance for skill upgradation:
vii. Education Assistance:
Viii. Assistance of purchase of working tools:
ix. Assistance for funeral expenses:
x. Maternity Benefit:
xi. Marriage Assistance:
These financial assistances are to be paid from the funds created through collection of 1% cess from different employers in construction sectors. Proposal
has been made for enhancement of exiting benefits and to provide more benefits to the construction workers.

Besides, an amount of Rs. 11.14 Crores have been distributed among the District Labour Officers - cum- Registering Officer for disbursement among the construction beneficiaries towards purchase of working tools under Rule 278(2) of the Orissa Building and Other Construction Workers (RE&CS) Rules, 2002.
