Initiatives by Govt. of Odisha
The Government of Odisha being concerned about the prevalence of exploitative labour practices including bondage situations in brick manufacturing activities that engage poor and vulnerable migrant workers, had initiated discussions with the Government of Andhra Pradesh with facilitation from the Ministry of Labour and Employment (MoLE), Government of India and the ILO to develop a coordination mechanism between the sending and receiving states. The brick kiln workers, who often migrate from one state to another, become vulnerable due to non-recognition of their rights as workers in the source as well as destination areas as well as are not able to access the schemes available to them as workers. The access to different central and state funded social security and income generation schemes can help the workers and their families to reduce their dependency on money lenders and employers for loans and advances. Also, the migrant workers will be aware about their rights and undertake safe migration for work preventing their vulnerability to bondage situations.
