State Labour Institute (SLI)
Introduction
State Labour Institute (SLI) is an autonomous body sponsored by Labour & Employment Department, Orissa registered under Societies Registration Act, 1860. The Institute shall have a General Council with the Minister for Labour & Employment, Orissa as its Chairman, Secretary to Government, Labour & Employment Department as Vice-Chairman, Director of the Institute, Labour Commissioner, Director of Employment and Director Factories & Boilers as Members Ex-Officio and 12 other Members drawn in equal numbers, from the trade unions, employer organizations and academicians are nominated by the State Government once in every three years. The Director of the Institute acts as the convener of the General Council.
Functions and Course contents of the Institute:
The functions of the Institute are broadly into three divisions
(i) Training, (ii) Labour Research and (iii) Publications.
Category-A: Training for rural and un-organised labour:
1. Rural Labour Training Camps for the un-organised rural labour including bidi, construction, migrant and forest workers in rural areas and any other category that may be specified from time to time;
2. Vocational guidance for Workers’ children and women labour.
3. Informal education for workers and their family members.
Category-B: Training for factory Managers, Trade Union Leaders: 1. Training on (a) Labour statistics including submission of returns under various labour laws;
(b) Industrial safety, Pollution Control and Hygiene;
(c) Workers’ Participation in the management of Industry;
(d) Labour leadership and trade unionism;
(e) Managing industrial conflicts.
Category-C: Refreshers Course and training programme Officers of the Directorates of Labour, Employment and Factories & Boilers.
II. Labour Research:
Institute shall conduct:
(a) Socio-economic studies in the organised and unorganised sectors.
(b) Research/case studies on Industrial Relations.
(c) Labour seminars and workshops
(d) Survey and Evaluation studies on the impact of Labour Polices and programmes of the Government pronounced from time to time.
III. Publications: The Institute may bring out;
(a) Bulletins on legal decision on labour matters and such other relevant matters.
(b) Guide books for workers, for factory managers, Government Officers, Trade Union Leaders, Officers of the Labour & Employment and Factories and Boilers Directorates.
