Initiatives at State Level
ILO in coordination with Department of Labour & Employment has started the Convergence against Child Labour Project for Elimination of Child Labour. This is a collaborative effort to provide programme support in a coordinated manner for the ongoing efforts undertaken by the Government including the Labour Department (through the scheme of National Child Labour Projects), Education Department (through Sarva Shiksha Abhiyan) and other key Government Departments to develop a model for Elimination of Child Labour with a family centric approach. The key features of the Project are as follows:
• Targeting select States/ Districts with child labour prevalence.
• Focusing on child labourers and their families.
• Replicating key elements of the convergence model.
• Strengthening linkages between Central, State and District levels and within each of these levels.
• Withdrawing and preventing children (between 5-14 years) from hazardous work.
• Developing and/or further testing important interventions.
State Project Steering Committee (SPSC) has been constituted vide Government Resolution No.-7803/LE dt.17.09.2010 by Labour & Employment Department, Government of Orissa, with a view to monitor & review the implementation of the Converging against Child Labour Project in the state.
State Resource Cell (SRC)
The State governments hold ownership of the child labour plan and agenda, and are responsible for facilitating inter-departmental convergence. Ensuring smooth coordination is an intense exercise requiring constant monitoring, review and support. Strengthening of capacities of state and district-level institutions will enable a strong understanding and necessary adaptation to local conditions of strategies they will use to eliminate child labour. It will enable co-ordination and monitoring of partners during implementation. At the State level, State Resource Cells (SRCs) set up/ strengthened under the project, will function under overall guidance of Secretary (Labour) and the Labour Commissioner and work to sustain permanent coordination systems.
